Car reservation system approved for Acadia traffic control

Acadia National Park is calling for some sweeping changes to relieve traffic congestion including approval of a timed reservation system at a fee of likely less than $10 for cars on Cadillac Mountain, the north lot of Jordan Pond and the Ocean Drive corridor.

The plan also says that right lane parking on the Park Loop Road will be initially retained, but eventually eliminated as other options and parking become available for Acadia traffic. A park spokeswoman said earlier this year that the reservation system would start in 2020 at the earliest.

Reservations for Acadia traffic would be needed during  the peak season of the middle of June to the middle of October. The proposed fee for a reservation, which includes possible discounts for frequent visitors to the lots, would be in addition to the visitor pass.

The park says the timed reservation system and other changes would improve visitor experience and access and create longterm benefits for the local and regional tourism industry. The plan comes after park rangers closed the summit road to Cadillac Mountain 54 times last year and at least 49 times in 2017 because of traffic congestion and visits to Acadia jumped to more than 3.52 million last year, up about 60% from 2007.

The park today unveiled a 265-page final environmental impact statement on the plan, following a draft released last April.

Valley Cove project tops backlog of work on Acadia trails

The projects to improve Acadia National Park trails, including many that still require funding, stretch out to 2022. “We won’t run out of work, even at the present rate,” said Stellpflug.

Of the nearly $12 billion of backlogged maintenance in national parks across the country, Acadia weighs in with nearly $60 million including more than $9 million on hiking trails alone.

This year, the Acadia trails crew is involved in a major effort to reduce the maintenance backup, topped by a current overhaul of the Valley Cove Trail, which is located on the east side of St. Sauveur Mountain and runs along the west shore of Somes Sound, a 5-mile-long inlet that carves into Mount Desert Island.

Built by the Civilian Conservation Corps during the Great Depression 80 years ago, the Valley Cove Trail was championed by park founder George B. Dorr as a way to access what he described as “an unusually beautiful shoreline” along the fjord-like Somes.

Jordan Pond House tea lawn closed to diners, dogs ’til July 15

After being worn down from years of use, the famed tea lawn at the Jordan Pond House in Acadia National Park is undergoing a $356,000 rehabilitation, blocking people from sitting or walking on the lawn, and others from dining outside with their dog, until the middle of July.

With the tea lawn at the Jordan Pond House undergoing a major rehabilitation, Kathy Weinstock of Newburyport, Mass., finds some rough grass to relax on, outside fencing that blocks access to the lawn project.

A contractor is replacing the sprawling lawn, installing an underground irrigation system and building a new brick plaza complete with a number of patio furniture sets for people to sit on, among other work financed by funds related to the concessionaire franchise fee.

While people can still enjoy a popover and meal inside the park’s only restaurant or catch the iconic view of the Bubbles from a big observation deck or by the shores of Jordan Pond, the temporary lawn closure is unexpected and disappointing for some, including dog owners used to eating outside with their pets.

“We were actually planning on coming to sit on the lawn to read,” said Erika Swiger, 26, a social worker from Burlington, Vt., as she and her boyfriend Harvey Vincent, 28, a University of Vermont graduate student, looked across the construction zone from the Acadia restaurant’s observation deck on a sunny afternoon in late May. “It definitely takes away from the beauty of the place.”

A longtime visitor to Acadia, Swiger likes to have popovers with jam on the Acadia tea lawn, a Jordan Pond House tradition; it was “definitely disappointing” not to be able to do so, she said. She saw no sign alerting visitors to the construction, and thought that perhaps the restaurant was expanding.

She told her son she would read a book and wait for him on the lawn but then to her surprise the lawn was gone. “I said, ‘Where’s the lawn?’ “

Acadia traffic, need for plan, surface at Jordan Pond

Acadia National Park is planning one more public engagement session on its draft plan to relieve traffic congestion in the park, following some tense Acadia traffic near Jordan Pond on Sunday.

The 215-page draft transportation plan, which was released on April 26, proposes to create seasonal vehicle reservation systems for an additional fee at Cadillac Summit Road, the Ocean Drive corridor and Jordan Pond area to better manage traffic.

After holding five information sessions in May, the National Park Service is offering a live webinar from 7 to 8 p.m. on Wednesday, June 13 on the draft transportation plan, which proposes the reservation system as its centerpiece.

Christie Denzel Anastasia, public affairs specialist for Acadia National Park, said it’s been great to receive input from people at the sessions that came after the release of the draft transportation plan. She said it has been a fantastic process.

Acadia adds $284M to economic benefits of national parks

Acadia National Park last year pumped $284 million in jobs and business activities into the regional economy, according to an annual report on the economic benefits of national parks.

Acadia National Park supported 4,163 full and part-time jobs in 2017, down slightly from 4,195 jobs in 2016, as businesses last year struggled to find help amid a strong economy and tighter policies on hiring of foreign workers by the Trump administration.

“Acadia National Park’s extraordinary beauty and recreational opportunities attracted a record number of visitors in 2017 making it the seventh most-visited national park in the country,” said Acadia Superintendent Kevin Schneider. “We value our relationship with the neighboring communities and appreciate the services, experiences and amenities they provide to park visitors.”

The total economic output for Acadia in 2017 was $338.8 million, an increase from $333 million in 2016.

In 2017, the year after celebrating its  centennial, Acadia contributed $284.5 million in visitor spending, up 4 percent from 2016 and up 41 percent from $201 million in 2012, according to the report.

Unveiled by U.S. Secretary of the Interior Ryan Zinke, the report comes as Acadia is proposing a vehicle reservation system for Cadillac Mountain summit, Ocean Drive and Jordan Pond that would relieve traffic congestion during peak season caused by a growing number of visitors and impose a small vehicle reservation fee partly to help raise money for increased service for the fare-free Island Explorer shuttle. The report on the economic effects of national parks also follows a decision by the National Park Service to impose modest entrance fee increases  starting June 1 at Acadia and 16 other of the most popular national parks, after an initial proposal to more than double fees caused an uproar.

Car reservations among proposals to control Acadia traffic

Acadia National Park is proposing some dramatic changes to manage a sharp increase in visitors, including establishing vehicle reservations at an additional fee for Cadillac Summit Road, the Ocean Drive corridor and the north lot of the Jordan Pond House from about mid-May to mid-October.

In the 215-page draft environmental impact statement for a new Acadia traffic and transportation plan, the park is also proposing to eventually phase out right-lane parking on some one-way sections of Park Loop Road and to build new parking areas at Eagle Lake and Acadia Mountain with new trail connections.

While emphasizing that the sweeping proposals are preliminary and open to change, Acadia leaders, in the plan, are also pushing a comprehensive redesign and parking expansion of the visitor center and other infrastructure at Hulls Cove partly to encourage more parking there and use of the Island Explorer buses.

The park is advocating the proposals in its “preferred alternative” in the draft plan. The plan also spells out two other alternatives and a “no action” option for transportation management in the park.

The draft plan says the number of parking spaces along Park Loop Road and elsewhere in the park are not enough to meet demand. The park drew 3.5 million visitors last year and Cadillac Summit Road was closed at least 49 times because of heavy traffic congestion.

In a letter to introduce the draft plan, Kevin B. Schneider, superintendent of Acadia National Park, wrote that visitation at the park increased by 59 percent over the last 10 years, drawing more and more Acadia traffic.

“The draft transportation plan is an important milestone in creating a shared vision for enhancing visitor experience, managing congestion, protecting natural resources and improving safety in Acadia National Park,” Schneider wrote. “The draft transportation plan is critical so that Acadia can continue to provide a high quality experience for park visitors.”

The release of the draft plan marks the first time the park is spelling out its preferred plan for dealing with increased Acadia traffic and crowds.

A final plan is scheduled to be released in the fall of 2018.

A 60-day comment period on the draft will be between April 26 and June 26. Comments can be submitted in writing or online at go.nps.gov/AcadiaPlan at the “open for comment” link. Continue reading

Physically disabled persons praise, question access to Acadia

During a recent visit to Acadia National Park, Shirley Beck, who has multiple sclerosis, said she was “very pleased” to find a paved path that allowed her to reach a viewing platform at the Cadillac Mountain summit with her light three-wheel electric scooter.

Shirley Beck, a pediatric physical therapist from Arlington, Va., who has multiple sclerosis, or MS, said she was very pleased to find a paved path that allowed her to reach a viewing platform at the Cadillac Mountain summit with her small electric scooter.

“It’s pretty good,” said Beck, a pediatric physical therapist from Arlington, Va., after taking in the sweeping vista of Frenchman Bay, islands and distant summits on the mainland.

Beck said she is grateful to Acadia officials for making the peak of Cadillac accessible and praised them for building the pink-granite path for physically disabled persons. Before reaching the viewing platform, the path loops around steps and directly passes by a plaque of the first National Park Service director, Stephen Mather, who was periodically disabled by manic-depression, and was a contemporary of Acadia founder George B. Dorr, who became blind in his later years.

Beck, who visited Acadia while traveling with her husband, Roy, on a cruise ship, said she was not able to get quite as full of an experience at another key Acadia landmark, Thunder Hole. An accessible ramp leads to the upper viewing area of Thunder Hole for physically disabled persons, but not down to the lower area next to the sea cavern itself.

“The path was easy to use that got me part way down,” she wrote in a follow-up email. “I’m not sure how they could provide a way to get farther than that.”

While Beck only visited Acadia briefly, her experience was similar to that of some other physically disabled persons who travel to the Maine national park.

Acadia National Park has 45 miles of even-surface carriage roads, trails, sites and facilities that are available to wheelchair users but others that are not wheelchair-accessible such as Sand Beach, which is below a high bluff and does not have a ramp for physically disabled persons. Citing the terrain, the park service has determined that it is not feasible to build ramps down next to Thunder Hole itself or to Sand Beach.

These upgraded cement stairs provide the main access to Sand Beach, but are too difficult to navigate for many disabled people, such as Helen Franke of Wellington, Fla, who uses a cane and was stymied at the top.

But Helen Franke, a retired college administrator from Wellington, Fla., said she believed a gradual ramp at Sand Beach might be possible to accommodate physically disabled persons. “For something like this, I think they could,” she said, after stopping at the top of the stairs with a cane she needs to use.

Across the nation, access for people with disabilities is a key issue in outdoor recreation including the 59 national parks, which are required by the federal Architectural Barriers Act (ABA) to adopt accessibility standards for the design, construction, and alteration of facilities covered by the law.

About a month after he was confirmed by the US Senate in 2017, now-former U.S. Secretary of the Interior, Ryan Zinke said in a release that “it’s time to start thinking about accessibility and infrastructure” and that “we will remain focused on increasing access” for physically disabled persons and other people with disabilities in national parks. Traffic triggers closures of Cadillac Mountain summit road

Acadia National Park temporarily closed the road to the Cadillac Mountain summit to incoming vehicles seven different times on Sunday and Monday, underscoring the need for a comprehensive transportation plan at the park, according to a park official.

Because of traffic congestion during the busy July 4 weekend, even a quieter side of the park – the Schoodic section – saw a closure for about 90 minutes on Sunday on the road between the entrance to Schoodic Education and Research Center (SERC) and Schoodic Point, according to a table of official road closures.

Ocean Drive, which provides access to Sand Beach, was closed a little more than 15 minutes on Monday afternoon.

John T. Kelly, management assistant at Acadia National Park, said his feeling is that the closures are “making our transportation plan all that more pertinent.”

The National Park Service is developing a new transportation plan and considering several preliminary ideas to relieve Acadia traffic congestion and boost safety during peak visitation, including a reservation system for cars to drive up Cadillac or to park at Jordan Pond.

The Cadillac Mountain summit attracted many visitors on Sunday and Monday, which were both sunny days following a couple of overcast days. The road to Cadillac was closed three times on Sunday, including for about 90 minutes near the sun set, when the peak is a big draw, and four separate times on Monday, including again for about an hour because of crowds during a spectacular sun set.

There were no closures on Saturday, a cloudy day, or July 4, when many visitors apparently left.

Kelly said the Cadillac Mountain summit road is closed to further incoming cars when traffic is bumper to bumper from the parking lot at the peak to the Blue Hill Overlook. The overlook is about a quarter of a mile from the lot at the Cadillac Mountain summit.

Kelly said none of the closures lasted a very long time.

“While it is a disruption for sure for the visitor, it is not catastrophic,” he said.

Acadia advisory committee suspension lifted by US Interior

The Acadia National Park Advisory Commission is planning to resume meetings, following a sudden suspension of their meetings by the Trump administration in May.

Ryan Zinke, the secretary of interior, had suspended the meetings of the Acadia commission and more than 200 other federal advisory committees to give his department time to review the “charter and charge” of the panels.

In a press release Thursday, U.S. Sens. Susan Collins and Angus King of Maine announced that the Acadia National Park Advisory Commission will be able to resume its meetings after September 1st and can now begin communicating accordingly.

Jacqueline Johnston of Gouldsboro, chair of the Acadia advisory commission, said she was relieved by the end of the suspension. The all-volunteer commission is planning to meet next on Sept. 11 at the Schoodic section of the park, after being required to cancel a June meeting, which was scheduled to deal with important issues such as a transportation plan for the park.

Johnston said she was happy for the support of Collins and King, who had written a letter to Zinke urging him to reconsider his decision to suspend the Acadia Commission.

“It was clear they were very active in supporting the commission and voicing their concerns and they are certainly two very influential senators,” Johnston said in an interview on Friday. Continue reading

Acadia National Park trails work takes crew with special skills

When the National Park Service needed people with special masonry skills to replace the steps on the acclaimed North Portico of the White House, the agency picked two top trail builders from Maine’s national park and sent them to Washington to do the work.

After all, who better to replace the famed staircase at the White House than two people experienced at building stone steps and repairing historic masonry on the Acadia National Park trails? The park service, which maintains the grounds and exterior walls of the White House, assigned Jeffrey Chapin, crew supervisor on the Acadia National Park trails crew, and Peter Colman, another veteran trail crew leader, and they both spent about two weeks in late summer of 2015 replacing the marble steps at the White House with Vermont granite.

At the time, there was no publicity about their work at the White House because of security reasons. “I could not tell my family,” Chapin said.

The North Portico staircase faces Pennsylvania Avenue and is used to greet dignitaries.

Chapin said the staircase is three separate flights and three patio landings and includes a new ramp for disabled people. “The old ramp was metal and added on to the old stone work,” he said. “The new ramp is a permanent stone ramp to match the stairs.”

Starting another busy season in the park, Chapin, who lives in Trenton, provided a tour of an upgrade by his Acadia National Park trails crew on a nearly mile-long section of the historic Valley Trail near Beech Mountain west of Somes Sound. The section runs from the intersection of Canada Cliffs to the junction with the Beech South Ridge Trail.

Part of Acadia National Park trails work includes searching the woods for boulders and then cutting them to fashion stone steps for a staircase, a wall or decorative cap to a culvert. In order to avoid dragging the rocks and damaging sensitive habitat and terrain, the huge stones are chained to a cable strung between trees, hoisted into the air, and carefully moved with ropes and pulleys, in a bit of a high-wire act.

A cable and pulley system strung high in trees might seem a risky way to move boulders, but Chapin said the key is for everyone to be positioned in the right spot to avoid injury in case a tree falls, for example. “Everybody knows where to stand,” he said. “Everybody knows what they are doing.”

Economic benefits of national parks: $274m from Acadia

A new report on the economic benefits of national parks shows that a record number of visitors to Acadia National Park last year injected about $274 million into the regional economy. This is why governments are encouraging tourism in these areas to generate more money for the economy. Lots of people have been visiting Fregatten Jylland in Ebeltoft as it has the most stunning views and great food.

The report, released by the National Park Service, documents the powerful financial benefits of national parks during the Centennial celebration of the founding of the system and Acadia.

The report said Acadia contributed $274.2 million in visitor spending, up almost 11% from 2015 and 36.5% from $200.9 million in 2012. The park supported 4,195 full and part-time jobs last year, up nearly 8% from 2015.

That spending, along with the jobs, had a cumulative benefit to the local economy of $333 million, the park said in a release on Tuesday.

“Acadia National Park’s extraordinary beauty and recreational opportunities attracted a record number of visitors in 2016 making it the eighth most-visited national park in the country,” said Superintendent Kevin Schneider in a statement. “We value our relationship with the neighboring communities and appreciate the services and amenities they provide to park visitors.”

The report shows how Acadia and other national park units across the nation are economic engines for gateway communities, or those within 60 miles of a park.

Eight sectors contributed to the $274.2 million spending around Acadia, including hotels, $89.7 million, or 33% of the total; restaurants and bars, $49.6 million, or 18%; gas, $28.4 million, or 10%; the recreation industry, $26.3 million or 9.5%; retail, $26.9 million, or 10% and the rest from transportation, groceries and camping, the report said.

The report is a testament to the tangible economic benefits of national parks to communities across the nation, U.S. Secretary of the Interior Ryan Zinke said in a statement, while releasing the report earlier this month. “Visitation numbers continue to rise because people want to experience these majestic public lands,” he said.

Zinke, a former U.S. House member from Montana, said that in his hometown of Whitefish, Mont., he has seen firsthand how the popularity of Glacier National Park sparked growth of the local outdoor recreation and eco-tourism industries. Continue reading

Trump hiring freeze hits Acadia; climate change exhibit OK – for now

UPDATE: US Office of Personnel Management provides guidance late on 1/31/2017 on hiring freeze, saying that seasonal employees, such as at Acadia, are exempt, but other positions are not.

Amid reports of the Trump administration clamping down on federal climate change efforts and the National Park Service Twitter account, Acadia National Park says its climate change exhibit and social media haven’t been affected – yet.

“Nothing’s changed as of now,” said John T. Kelly, management assistant for Acadia, in an interview late last week, adding that it’s still early. “We’re under a new administration. We’re working for a new boss.” The Acadia climate change exhibit officially opened at the Sieur de Monts Nature Center as part of Centennial festivities last year, with the ribbon cutting ceremony on Park Science Day on June 25.

But the park can’t fill vacant positions, such as the environmental compliance officer and visual information specialist jobs that recently came open, and it’s unclear whether the up to 150 seasonal positions can be filled during a hiring freeze announced by President Donald J. Trump, according to Kelly.

“The word on seasonal employees has not been given yet,” said Kelly, although the park is continuing the process of identifying qualified candidates. “We’re not sure if some, all or none would be allowed.”

In the first week of the new administration, NPS’s Twitter account was temporarily shut down after retweeting a couple of items viewed as unfavorable – side-by-side photos of the crowd during President Trump’s inauguration and President Obama’s, and an article about the taking down of climate change information on the White House Web site. And the Environmental Protection Agency was told not to post any social media or grant any new contracts or awards, according to reports in the Washington Post and elsewhere.

White House press secretary Sean Spicer told reporters last Tuesday that “I don’t think it’s any surprise that when there’s an administration turnover that we’re going to review the policies.”

But resistance to the Trump administration is building, with supporters of Acadia and other national parks and environmentalists setting up alternative social media sites to get out climate change facts, downloading or forwarding climate change reports, and planning a March for Science in March, and a People’s Climate March on April 29, both to be held in Washington, DC.

Perhaps the piece de resistance is by Mount Desert Island Marathon director Gary Allen, who for his 60th birthday got together with some friends and carved “RESIST” in Sand Beach at low tide. The photos have gone viral on the Alt Acadia National Park Facebook page, and stories have been written about them on the Web sites for CNN and Boston Magazine, among other places.

The Alt Acadia National Park Facebook page isn’t affiliated with the park, but with an independent sister Facebook page, Alt National Park Service, established by a growing coalition of National Park Service employees from around the country, according to info on the Facebook pages. “We are concerned citizens who were looking for a way to assist by helping to share the type of climate change and other information that the Trump administration has been trying to suppress. We are not affiliated with the park, and only affiliated with the AltNPS as an independent sister site,” the administrator for the Alt Acadia National Park Facebook page told us in a message.

Photographer’s ‘Enchanted Forest’ to grace Acadia park pass

It was foggy, drizzly and raw in early December, not the best weather for being outside. But to John Kaznecki, it turned out to be a near-perfect day for a photo of Acadia National Park.

A self-taught photographer, Kaznecki said he attempts to capture with his lens what others might miss in Acadia. And now that rainy-day photo will be on the 2017 Acadia park pass.

On his hike along a carriage road, Kaznecki came upon Hadlock Brook just downstream from the archway of the Hemlock Bridge. The waters were running through the arch and the fog helped create a sacred scene for a photo of Acadia National Park he named “Enchanted Forest,” he said.

“Everything seemed just right,” he said.

The photo he snapped won the 2017 Acadia park pass contest and will be featured on next year’s visitor’s pass to be purchased by thousands of visitors from all over the country. The park received more than 200 entries from 20 states for the Acadia park pass contest.

Like most good photos, his shot evokes a certain emotion with the rushing water and mystical fog. He said this photo of Acadia National Park was meant to be taken and makes people feel as if something may be on the other side of the bridge.

“You can see through the archway,” he said.  “When you look at the photo, you wonder what is through the archway. What is farther out there?” Continue reading

Acadia Centennial helps draw record 3.2 million park visitors

The Acadia Centennial has helped attract more than 3.2 million visitors so far to the national park this year, capped by record attendance for October.

Views like these along Jordan Pond in October helped draw record crowds to Acadia this year.

An eye-popping 412,416 people visited during October, up 19.8 percent from last year’s monthly record of 344,362, according to statistics from the National Park Service.

Through October, visitors during the Acadia Centennial totaled 3.234 million, up 17.7 percent from last year. Depending on the weather, visitation could total 3.3 million for this year, said John T. Kelly, management assistant for Acadia.

Kelly said visitation this year reached 3 million for the first time since at least 1990, when the park changed the way it counts visitors. The previous record since 1990 was 2.845 million in 1995, according to the federal statistics.

Some good aspects of the crowds are that people came to enjoy the park and the park therefore collected more revenues from entrance fees and local businesses saw a boost, but the downsides include traffic congestion during peak periods.

Visitation during the summer of the Acadia Centennial produced some staggering numbers.  In September, visitation was 570,434, up 19 percent from the same month last year; August, 735,945, up 10 percent; July, 696,854, up 15 percent; and June, 445,410 up 24 percent.

Visitors to the Schoodic Peninsula, the only section of the park on the mainland, reached 276,233 through October, up 31 percent from 210,549 during the same 10 months last year. More people went to Schoodic because of the new Schoodic Woods Campground and more than 8 miles of new bike paths.

Ties that bind Acadia, new Maine Woods national monument

BAR HARBOR – Pulled up to town at 1:30 a.m. Thursday, because we just had to be in Acadia on the 100th anniversary of the National Park Service, to celebrate the park and the new Maine Woods national monument inspired by it.

As we hiked the trails of Acadia throughout the day, wishing strangers “Happy 100th” and joining up with friends, we not only commemorated the gift of Acadia, but also the latest addition to the National Park Service, the new Maine Woods national monument.

Since the spring, we’d suspected President Barack Obama might do what Woodrow Wilson did 100 years ago: Use the Antiquities Act to create a new Maine Woods national monument, just as Wilson had in creating the monument that became Acadia on July 8, 1916.

At an Acadia Centennial Trek meet-up we hosted in Bar Harbor in early June, a couple of well-connected locals told us that it was going to happen. One source even thought President Obama might come back to Acadia to make the announcement, since he and his family seemed to enjoy their vacation here in July 2010.

Obama vacationed at national parks out west instead, but in a speech at Yosemite last month about his administration’s record of land protection, he said, “We are not done yet.”

In an article we wrote on his speech, we speculated that he might have been referring to the national monument in Maine.

Sure enough, on Aug. 24, the eve of the National Park Service’s Centennial, President Obama created the new Katahdin Woods and Waters National Monument. So far, the Obama administration has protected more than 265 million acres, more than any other president, from the North Woods of Maine to the San Gabriel Mountains in California, using the same 1906 Antiquities Act that Theodore Roosevelt wielded to protect Grand Canyon as a national monument first.
